- I'm watching now and it could be read either way. That is, there's not enough evidence to state definitively. Besides, when was he ever clearly in hearing range when the plan was being discussed? As soon as Freeze started a riot (or rather, punched Icicle Sr), Wilcox immediately zapped him, so that isn't exactly doing nothing. -- Supermorff 17:06, October 28, 2011 (UTC)
