Cooper is a guard at Belle Reve Penitentiary.
Physical appearance
Cooper is a Caucasian man with dark blond hair and blue eyes. He typically wears the uniform of a Belle Reve guard: a khaki colored button up shirt with his name on one side and a golden badge on the other, brown pants and a brown cap with a golden badge on the front.[2]

After Amanda Waller had spoken to them, Hauser and Cooper led "Tommy Terror" and Icicle Jr. to their shared cell.[2]

Cooper escorted Mister Freeze to Amanda Waller's office. He was one of the first victims of the staged riot, as Freeze froze him when he escaped his shackles.[2]

Cooper participated in a routine check of a truck with medical waste exiting the facility.[3]
